When your redirecting the solar panals at Helios One, be sure on the computer that redirects them inside the tower is set to "Archmedies II" You can buy a 'toy' gun from a kid in freeside. The toy gun will turn into an orbital laser. But you have to make sure you choose "Archmedies II" on the computer mainframe, you can't change it after it's done.
